Executive Intelligence Brief

  • $850 million in mutual funds and insurance reserves mobilized for regional infrastructure.
  • CIMA raises statutory private infrastructure asset allocation ceiling from 10% to 25%.
  • Local-currency financing prioritized to shield national balance sheets from FX debt risks.
  • Co-investments targeted at Abidjan-Lagos coastal highway and renewable energy mini-grids.

DAKAR / ACCRA — Insurance commissioners representing the 14 member states of the Conférence Interafricaine des Marchés d'Assurances (CIMA), alongside Ghanaian and Nigerian pension fund trustees, have promulgated updated asset allocation regulations governing collective mutual funds and life insurer reserves.

Under the harmonized rules, mutual fund managers, unit trusts, and life insurance syndicates can allocate up to 25% of their statutory asset portfolio into investment-grade regional infrastructure debt instruments, up from the historical 10% ceiling.

The regulatory shift unlocks an estimated $850 million in long-term institutional capital that was previously locked in low-yielding short-term bank deposits. The capital is directly committed to funding the Abidjan-Lagos coastal highway expansion, regional container port dry terminals, and decentralized solar mini-grids.

Secretary General of CIMA Blaise Abel Ezo'o Engolo stated that deepening institutional mutual fund participation provides stable local-currency financing that protects regional infrastructure from dollar foreign exchange debt shocks.
